  • study both historic and forward looking approaches to determining the EMRP;
  • consider whether the historic EMRP should be measured on an arithmetic mean basis or a geometric basis;
  • look at the historic evidence from 15 countries around the world and look at the evidence from different periods, measured over different lengths of time;
  • consider the results from forward looking surveys of the EMRP; and
  • summarise the views of various authors and texts in relation to guidance on what figure to adopt.
